To work towards transformational change in how data is being produced, analysed, and used within IMPACT and the wider humanitarian sector, a three-person global data team is being set up as part of IMPACT’s new HQ structure to help fast-track our efforts to integrate digital technologies for more efficient and streamlined delivery of our programmes. Within this set-up, the Senior Data Specialist, as the lead of the global data team, will play a pivotal role in advancing IMPACT’s data infrastructure and capabilities, supporting with the design, development and optimisation of data pipelines, while integrating relevant AI/ML applications to achieve IMPACT’s programmatic and operational goals. Working in close collaboration with global and country programme teams, the global data team will review potential for efficiencies in the delivery of our programmes and digitalise processes to speed up implementation as much as possible.  

Mission

CORE TASKS  

Day-to-day Team management, including:  

Coordinating team workflow and delegating responsibilities to team members to ensure all key priorities are dealt with in an efficient and timely manner 

Creating and maintaining shared team values, and monitoring individual and team performance/ progression to ensure goal achievement, taking action when required) 

With support from the Head of Research & Director of Programmes, organizing team resources to achieve IMPACT’s overall programmatic and operational goals 

Sharing relevant information and ensuring efficient, productive links are maintained with other teams and departments within IMPACT 

Leading the development of IMPACT’s digital programme delivery infrastructure, including: 

Conduct a business process mapping to identify opportunities and priorities for automation, as well as relevant technology and software solutions to meet priority needs  

Collaborate with other team members and external consultants to design, prototype, and implement innovative data integration, processing and automation solutions, ensuring alignment with organizational goals 

Design, implement, and optimize scalable data pipelines, efficiently integrating both structured and unstructured data (APIs, application logs, text data, etc.), while leveraging relevant data engineering frameworks  

Support with the roll-out of these solutions across all IMPACT country teams, ensuring maintenance and necessary adjustments over time  

Proactively monitor emerging innovations in AI and digital technologies with specific potential for strengthening the implementation and delivery of IMPACT’s programmes  

Provide regular briefings to IMPACT Senior Management on progress of the workstream, and emerging risks / challenges to be addressed for successful implementation 

additional TASKS (oN AN AD-HOC, BY NEED BASIS) 

Provide other support for the implementation of IMPACT programmes as directed, including in-country or remote surge to IMPACT country teams 

Profil

REQUIRED

Qualifications & Experience

  • Good academic qualifications, including a Master’s degree or higher in relevant discipline (e.g. Computer Science, Data Science, Econometrics, Statistics, , etc.)

  • At least 6-7 years of relevant work experience, preferably in both private and non-profit sectors (or 4-5 years of relevant work experience with a PhD in a related field)

  • Proven ability to design, implement, maintain, and optimize fast, reliable, and scalable data pipelines to support applications using large-scale data ingestion

  • Experience implementing and maintaining CI/CD pipelines for data workflows and ML models’ deployment

  • At least 1-2 years of experience with team management and coordination, preferably in an international working environment

  • Advanced working knowledge of Python

  • Good working knowledge of R

  • Fluency in French and/ or Spanish

  • Familiarity with the humanitarian aid system

CONDITIONS

  • For this position, salary between 3’420 CHF and 3’480 CHF monthly (before income tax), etc as well as a monthly living allowance of 300 USD. NB - IMPACT salaries are strictly determined by our salary grid depending on the grade of the position and the level of education of staff. A location-dependent security and/or isolation adjustment is then applied as a recognition that some staff are required to work in difficult places where living and working conditions are much more difficult than elsewhere.

  • Accommodation and food provided in a guesthouse. Depending on the country situation, a contribution to a housing allowance of up to 75% of Jordan benchmark can be considered instead. NB – IMPACT is hosted by Acted in this country.

  • Enrolment in Swiss private pension fund (Swisslife – approx. 9.975% of staff gross salary), health insurance, life insurance and repatriation assistance 

  • On a case-by-case basis, accompanied status and relevant benefits can apply (health insurance and flight tickets for dependents, education allowance for children).

  • Flight tickets every 6 months & visa fees covered (in-country travel costs and professional expenses are fully covered)

  • Contribution to the luggage transportation: between 20 and 100 kgs, depending on the length of the contract (+ luggage and personal property insurance)

  • Annual leave of 36 days per year. Public holidays of the country of assignment. Family/compassionate leave when applicable.

  • Predeparture induction - 3 days at IMPACT Initiatives’s HQ in Geneva + one week pre-departure training in ACTED HQ in Paris, including a 4-days in situ security training;

  • Enrolment in IMPACT Initiatives Research Foundational Learning Programme within the first 3 months from the start of contract

  • IMPACT prioritizes the psychological safety of its staff and the health insurance provided covers, among others, up to 1000 € per year of psychosocial counselling fees
